Termless status

Once granted, the Cyprus permanent residence permit doesn't need to be replaced. Investors don't need to update their cards every few years compared to temporary residence permits. Once every 10 years, the permanent residence card is replaced, for which the holder brings new photos.

Favourable tax system

Foreign-sourced income is tax-free for non-tax residents, and Cyprus has no inheritance tax or recurring annual property tax.

The corporate tax rate is one of the lowest in Europe and is 15%. A company also does not pay tax on income from dividends, exchange rate differences, securities transactions, or a foreign branch of a Cypriot company.

Cyprus also offers a rare 60-day tax residency route along with the classic 183-day one, which gives greater flexibility to internationally mobile individuals who want to establish tax residency without living full-time in the country.

Cyprus citizenship prospect

After 7 years of legal residence within the preceding 10 years, plus a final continuous 12 months, you can apply for citizenship by naturalisation — and a Cyprus passport.

When investors obtain Cypriot citizenship, they can travel to 183 countries, including 27 EU states, without getting visas or other additional documents.

Cyprus is a member of the EU. The Cypriot passport allows living, working and studying in any EU country. In some countries, you will need to get a residence or work permit, but it’s just a formality. For example, staying longer than 3 months in Italy must get registered at the Vital Records office of the municipality of residence.

Daily temperatures during July and August vary between +24 and +40°C. In January, the daily temperature is +10°C, and +3°C on the higher parts of the Troodos Mountains, while the average minimum is +5°C and 0°C, respectively.

Air quality on the island has improved sharply: premature deaths linked to fine particle pollution (PM2.5) fell by 45% since 2005.

Free and quality healthcare 

Cyprus runs a universal public system, GESY, operating since June 2019 under the Health Insurance Organisation. It now covers close to 99% of legal residents — citizens, EU nationals working or holding permanent residence in Cyprus, and their dependants. 

GESY applies to GP visits, specialist care, hospital treatment, emergency care, prescription medicine, diagnostics, basic dental and mental health services. Cyprus offers education in both Greek and English from primary school through university, with a large number of English-taught bachelor's and master's programmes — a draw for international students from Europe, Asia, and Africa.

Types of property and regions in demand

Investors most often pay for land plots for the construction of luxury apartments and hotels. At the top of the market, the biggest deals are concentrated in Limassol. The 50 highest-value property sales in the first half of 2026 totalled €286.4 million, with the top 10 alone worth €161.7 million — six of those ten deals were in Limassol, including the half-year's single largest transaction. Prices and rental yields

Prices rose alongside demand: the Central Bank's Residential Property Price Index gained 7.5% year-on-year, with apartment prices up 10.8% and house prices up 3.0%Source: Central Bank of Cyprus — Residential Property Price Index, 2026 Q1.

Investors renting apartments can expect a yield of around 5.4% a year, slightly up from 5.39% a year earlier. Houses yield less: 2.97% a yearSource: RICS Cyprus Property Index with KPMG in Cyprus, 2026 Q1.

Holiday apartments yield 5.67% a year and holiday houses 2.80%. Capital values grew 3.66% year-on-year for holiday apartments and 2.42% for holiday houses, with rents up 3.03% and 2.05% respectively, on continued demand from tourism.

Offices and retail sit at the top of the yield table: 5.60% and 5.77% a year. Capital values tell a different story: offices grew 2.91% year-on-year, retail just 0.72%, making retail the weakest-performing sector on the market. What property to buy for permanent residence

To qualify for permanent residence, the investment must reach at least €300,000, plus VAT, in residential or commercial property. 

The property also has to be new: built and sold directly by a development company, never previously owned or occupied. A resale property doesn't count toward the €300,000 threshold, regardless of its price or condition.

VAT adds materially to the cost. New residential property in Cyprus normally carries 19% VAT; the reduced 5% rate applies only to a buyer's own primary residence, within specific size and value limits, so most purchases made for permanent residence are taxed at the full rate.

​Who can get Cyprus permanent residence by investment

The investment route is the fastest way to obtain permanent residence and allows you to include family members in the application. Spouses, children, parents and in-laws can apply together with the investor.

Who can be included in the application for a Cyprus permanent residence:

  • investor with a legal income of at least €50,000 a year;
  • their spouse;
  • children under 18;
  • children under 25, unmarried and financially dependent;
  • children of any age with physical disabilities.

The investor’s children maintain Cyprus permanent residence, even if, after obtaining it, they have reached the age of 25, got married, graduated from a university or ceased to be dependent on the main applicant.

The number of relatives does not affect the amount of the investment. The investor bears additional fees for the registration process and card issuing.

​Cyprus residence by investment: programme overview

The Cyprus Golden Visa is the other name for the Cyprus resident permit programme, which means quickly obtaining residence exchange on investment.

The minimum period for getting a permit is 9 months. The PR status is life-long lasting, allowing one to live in Cyprus and apply for citizenship after 8 years of residence.

To obtain Cyprus permanent residence, investors can choose from four investment options:

  1. Purchase of residential real estate.
  2. Purchase of commercial property.
  3. Buying shares in a Cypriot company.
  4. Purchase of securities.

The outlay for each option is at least €300,000. 

After receiving a Cyprus Golden Visa, investors may apply for citizenship in 8 years. You will need to throw a test on knowledge of the language and culture of the country and pass an interview. Cyprus allows second citizenship, so the applicant will not have to give up his original citizenship.

​Disadvantages of Cyprus permanent residence

No right to work in Cyprus. Those who obtain Cyprus residence by investment do not get permission to work in the country. Yet, if they get Cypriot citizenship afterwards, they acquire the right to employment. Moreover, Cyprus citizens can find jobs not only in Cyprus but in other EU countries, too.

Cyprus is not in the Schengen Area, so holders of Cyprus residence permits have to apply for visas to travel to Schengen. Yet, Cyprus has started the process of acquiring membership in Schengen. It may make Schengen states a visa-free destination for investors with Cyprus permanent residence.
