Ukraine allows multiple citizenship: who will be able to get a second passport
Ukraine’s Parliament has passed a law allowing multiple citizenship.
Now Ukrainians can keep passports from other countries under certain conditions, while foreigners can obtain Ukrainian citizenship through simplified procedures without renouncing their first citizenship.

On June 18th, 2025, the Verkhovna Rada passed President Volodymyr Zelensky’s bill on multiple citizenship.
Who will have the right to multiple citizenship. A new law allows Ukrainians to retain passports of other countries in the following cases:
Automatic acquisition of citizenship by birth or adoption.
Acquisition of citizenship through marriage to a foreign national.
Acquisition of citizenship from countries on a special list that will be compiled by the Cabinet of Ministers within two months.

We suppose that the Cabinet of Ministers' special list will include citizens of 30 to 40 countries, among them EU member states, the United Kingdom, Japan, Israel, the United States, Canada, Australia, and others.
What else has changed
A simplified procedure has been introduced for foreigners. Citizens of countries included in the approved list will be able to obtain Ukrainian citizenship by submitting a special declaration. At the same time, they will retain the right to keep their original citizenship.
The simplified procedure also applies to foreigners who were born in Ukraine, have Ukrainian ancestors, or serve in the country’s Defence Forces.
A list of countries with which dual citizenship is prohibited has also been approved. The law excludes citizens of Russia and countries that do not recognise Ukraine’s territorial integrity. The list includes ten more states: Armenia, Belarus, Bolivia, Cuba, North Korea, Nicaragua, Sudan, Syria, Zimbabwe, and Venezuela.
Where Ukrainians can obtain a second citizenship
Caribbean countries offer investors the opportunity to contribute to the national economy and receive a certificate of naturalisation, followed by a passport.
EU countries do not grant citizenship in exchange for investment. However, it is possible to obtain a second passport by naturalisation — for example, in Malta, for exceptional services by direct investment after 1 or 3 years.
