Indonesia May Open the Door to Limited Dual Citizenship

Indonesia is preparing amendments to the Citizenship Law at the initiative of the country’s president.

Elena Rudaya, Co-Founder & Managing Partner at Immigrant Invest, found out who may be affected by the new rules and how dual citizenship is regulated in Indonesia now.

Who will be able to obtain Indonesian dual citizenship

Indonesian President Prabowo Subianto proposed allowing dual citizenship for some foreign specialists. He announced the initiative on August 14th, 2026, during a discussion speech on the state budgetSource: Ministry of State Secretariat of the Republic of Indonesia.

Specialists who can make a significant contribution to Indonesia’s development will be able to obtain dual citizenship. Candidates will undergo selection and integrity checks. Their rights and obligations will be established separately.

Potential candidates include:

  • scientists;
  • doctors;
  • engineers;
  • artificial intelligence specialists;
  • entrepreneurs;
  • artists;
  • athletes.

The initiative is primarily aimed at the Indonesian diaspora: people of Indonesian origin who live abroad. According to Prabowo Subianto, millions of Indonesians have moved to other countries, and some have obtained foreign citizenship for career reasons or due to family circumstances.

How dual citizenship is regulated in Indonesia now

The current Law No. 12 of 2006 on Citizenship of the Republic of Indonesia does not allow dual citizenshipSource: Law No. 12 of 2006 on Citizenship of the Republic of Indonesia.

An Indonesian loses citizenship if they:

  1. Obtain citizenship of another country.
  2. Do not renounce foreign citizenship.

Temporary dual citizenship is allowed only for children from mixed families. They may temporarily have two citizenships, but after turning 18 or getting married, they must choose one.

An application to choose citizenship must be submitted no later than 3 years after turning 18 or getting married.

Where investors can obtain dual citizenship

Investors who want to obtain second citizenship and keep their first one can consider countries where multiple citizenship is allowed.

Before applying, it is important to check the programme conditions and the laws of the country of first citizenship. If the state prohibits multiple citizenships or requires one to renounce the previous citizenship, the investor may lose it.
