Malta Passport and Residence Permit Renewal Assistance

Keeping your Maltese passport or residence document valid helps avoid disruptions to travel, residence formalities, and dealings with Maltese authorities. Starting the process in advance gives enough time to review compliance, update documents, and complete required biometric appointments.

A new document may also be required if the existing passport or residence card is lost, stolen, damaged, or contains personal details that are no longer current.

Maltese passport

A Maltese passport is valid for:

• 2 years for children aged 0 to 9;
• 5 years for children aged 10 to 15;

Renewal of a passport in Malta should be completed before the document expires, especially if the holder plans to travel to a country that requires a minimum period of passport validity.

MPRP residence card

The permanent residence status granted under the Malta Permanent Residence Programme does not expire provided the beneficiary continues meeting the programme requirements. The physical residence card is generally valid for 5 years and must then be renewed.

For minor dependants, the residence card is valid for 5 years or until the age of 14 or 18, whichever comes first. After reaching either age threshold, a new card must be issued.

GRP residence card

Under the Global Residence Programme, residence permit cards must be renewed every 2 years^{[3]Source: Identità — Economically Self-Sufficient Residence Permits FAQs}. To do so, the investor must continue meeting the programme’s requirements, including paying an annual tax of at least €15,000.

Nomad Residence Permit

The Nomad Residence Permit is initially valid for 1 year and may be renewed up to three times, allowing a maximum total stay of 4 years.

The renewal application should be submitted 2 to 3 months before the current permit expires. At that point, the holder must be legally staying in Malta and must not have overstayed their current residence permit^{[4]Source: Residency Malta Agency — Nomad Residence Permit Renewals}.

Renewal requirements in Malta depend on the type of document and the status it confirms. In some cases, the process mainly involves updating the document and biometrics; in others, the holder must also prove continued compliance with the conditions of the relevant residence programme.

Renewal requirements

To renew a passport in Malta, applicants aged 6 and over must appear in person to submit the biometric data required for their age. Children under 6 are exempt from providing biometric data. For all minors, parental consent is required.

To renew a MPRP residence card for the first time after the initial 5-year period, the investor must show that they complied with the programme requirements during those 5 years. This includes retaining the property that met the investment thresholds and maintaining the required capital assets.

After the first 5 years, the investor no longer has to keep the same property that was used to qualify for the MPRP or continue meeting the original minimum property value or rent. However, they must still have a residential address in Malta and valid health insurance when renewing the residence card.

To renew a GRP residence card, the beneficiary must continue to meet the conditions of the Global Residence Programme and maintain their Special Tax Status. This includes:

• owning or renting qualifying property in Malta as their principal residence;
• having stable and regular resources to support themselves and their dependants without relying on Malta’s social assistance system;
• complying with the annual tax obligations that apply under the GRP;
• not benefiting from another tax programme that is incompatible with the GRP;
• remaining a fit and proper person;
• not spending more than 183 days in another jurisdiction in any calendar year.

A Nomad Residence Permit can be renewed only if the holder still qualifies under the programme. The main applicant must:

• continue working remotely for an employer, clients, or a business based outside Malta;
• have a gross annual income of at least €42,000 for applications submitted starting April 1st, 2024, or €32,400 for applicants admitted under the earlier threshold;
• have spent at least 5 months in Malta during the previous 12 months;
• maintain suitable accommodation in Malta;

For the second and third renewals, the main applicant must also confirm compliance with all tax obligations that apply to their individual circumstances. This includes proper reporting and taxation of income earned during the validity of the Nomad Residence Permit.

Required documents

To renew a Maltese passport, an applicant generally needs:

• completed Form A;
• valid Maltese identity card and its copy;
• current Maltese passport;

For the MPRP residence card renewal, the investor is usually asked to provide:

• lease or purchase agreement confirming the residential address in Malta;
• valid health insurance for the main applicant and each dependant;

To renew a GRP residence card, the applicant provides the following:

• completed Form K;
• valid passport;
• current residence card;
• proof of accommodation in Malta;
• recent declaration from the Commissioner for Revenue confirming continued eligibility under the Special Tax Programme;
• valid health insurance;

For the Nomad Residence Permit renewal, the applicant needs:

• completed Form N4;
• copies of all passport pages;
• recent bank statements;
• updated evidence of employment, freelance work, or self-employment;
• proof of residence in Malta during the previous 12 months;
• documents for accompanying dependants.

For the second and third renewals, a Local Practitioner Tax Declaration is also required.

For a Maltese passport issued to a person aged 16 or over, the standard government fee is:

• €70 — September to March;
• €80 — April to August.

For MPRP beneficiaries under the current programme rules, the residence card fee is €500 per person for a 5-year period.

For investors whose cases were approved under the earlier MPRP rules, the renewal fee may remain €27.50 per person per year, or €137.50 for 5 years.
