Montenegro launched a citizenship program for investors in July 2018. Initially, it was designed for three years until the end of 2021. But the government decided to extend the program for another year: investors’ applications are accepted until December 31st, 2022.
Investment in real estate is a prerequisite for obtaining a Montenegrin passport. It is allowed to buy only shares and apartments in projects approved by the government. The list includes resort complexes in the most popular tourist places in Montenegro.
In 2022, the government of Montenegro will not consider new real estate projects for the citizenship program. One can only invest in the already approved projects. But investors should hurry: about 70‑75% of the shares and apartments in the approved properties have already been sold by January 2022.

The complex is located in the city of Budva, which is considered the tourist capital of Montenegro. Every year Budva receives about 50,000 tourists. Investors can purchase studios and apartments with one or two bedrooms in the complex. When the construction is completed, the owners of the apartments will receive rental yield from 5 to 6% per annum. Kolasin is located at an altitude of 954 m above sea level. The city has 16 ski slopes with a total length of 30 km: from low slopes for beginners to freestyle slopes for experienced athletes.
The Breza hotel is located close to the ski slopes, on the banks of the Tara River. You can get to the hotel by car or public transport from the international airports of Podgorica or Tivat.
The hotel apartments are available for purchase. The design of the apartments differs depending on the room type. For example, rooms of the Mode ype are presented in the Alpine style. The apartments offer views of the river or Mount Belasitsa.
The hotel’s spa includes a relaxation area, a pool overlooking the river, a hot tub, a bar and a gym. The hotel will also have a specialty restaurant and ski equipment rental.

168 apartments are located on four floors of the hotel complex. 27 apartments have a separate bedroom, living room and terrace. The 121 apartments are studios with a private bathroom.
Restaurants, a bar, a beauty salon, a spa complex and a pharmacy will operate on site. Vacationers will be able to swim in two pools: one is indoors for swimming in winter, the second is an outdoor summer pool. For skiers and snowboarders there are rooms for storing equipment.

How much to invest to get a Montenegrin passport
Participants of the Montenegrin citizenship program fulfill two conditions: they invest in real estate and make a non-refundable contribution to the state fund.
The amount of investment in real estate depends on the location of the object:
€250,000+ if the property is located in the northern or central part of Montenegro, except for the capital Podgorica;
€450,000+ if the property is located in Podgorica or the coastal regions of Montenegro.
The conditions of the citizenship program do not set a minimum tenure for real estate. But such a period can be set by the developer. As a rule, apartments can be sold and the money invested can be returned after five years.
Since January 2022, the amount of non-refundable contribution to the state fund of Montenegro is €200,000. The citizenship applicant also pays administrative and Due Diligence fees.
Montenegro is a candidate for EU membership in 2025. But the Montenegrin passport already opens visa-free entry to 123 countries, including the Schengen zone.
Citizens of Montenegro are eligible to obtain an E‑2 business visa in the United States. With a passport, you can also come to Montenegro at any time, live, work and study in the country without restrictions.
