  • What’s happened with Malta citizenship for exceptional services by direct investment?

    The direct investment route was terminated in 2025 following an EU ruling. It has been replaced by Citizenship by Merit, a new framework that is not investment-based but recognises individuals who make exceptional contributions in areas such as science, culture, humanitarian work, entrepreneurship, or public service.

  • Is this the same as Citizenship by Investment?

    No. The previous investor-based route was closed in 2025 following a European Court of Justice ruling. The new model is not transactional and does not include a fixed investment requirement. Instead, it is entirely merit-based, recognising individuals whose work or achievements bring genuine and exceptional value to Malta or humanity at large.

  • What happens after I submit the form?

    Once the Maltese Government establishes specific criteria for obtaining citizenship for exceptional services, you will receive an email with all the details and explanations from our legal team.

  • What if I want to apply for Maltese citizenship now?

    Currently, it is no longer possible to apply for Maltese citizenship under the previous rules. The new regulations have not yet been fully clarified by the government.

  • How does the process work now?

    Applicants must first obtain residence in Malta, then submit a detailed proposal letter outlining their contribution. This is reviewed by the Community Malta Agency and an independent Evaluation Board. If recommended, the Minister responsible for citizenship may approve the application.

  • What is happening with previously submitted applications?

    At present, no official information has been released regarding the treatment of applications already submitted under the previous framework. Our legal team is monitoring developments closely.   • Can I get citizenship by investment in the EU?

    It is not possible for investors to obtain EU citizenship directly. However, there are still ways to get residency-by-investment.

    Direct citizenship by investment is no longer available in the EU. However, investors still have attractive options to gain residency through investment programs in several European countries. These residency routes often provide a clear pathway to long-term settlement and eventual citizenship through naturalisation, provided you meet the residence and integration requirements.
