The Montenegrin citizenship programme by investment was launched in 2019. It lasts for three years, 2021 being the last year. When the programme ends, the government will revise the conditions.
It takes at least 6 months to participate in the programme, but there is still the possibility of obtaining citizenship on current terms. For example, buy an apartment or studio in a new five-star complex.
Montenegro is the first candidate for accession to the EU in 2025. With the country’s passport, foreigners can travel visa-free to 120 countries around the world, including the Schengen Area, the UAE and Singapore. Montenegrin citizens can also apply for an E-2 business visa in the US for the whole family.
New hotel "Cruiser"
The five-star Cruiser complex comprises studios and one- and two-bedroom apartments. It is located in the south of the country, in the coastal town of Budva. The city is considered to be the capital of Montenegrin tourism, with 50,000 foreigners choosing it as their holiday destination every year.
Tourists admire the beautiful nature in Budva: the azure colour of the water in the sea and the fresh mountain air. There are plenty of hotels and places to stay along the coast, from cosy beaches to nightclubs.
The Cruiser complex is located on the first coastline of the Adriatic Sea, close to shops, restaurants and parks. The complex itself has spacious terraces, green areas and outdoor rooftop pools.
68 lots in the complex are available for purchase and sales to have already started. Apartments start at €450,000.
The apartments are suitable for citizenship for investment. When the complex opens to tourists, the owners of the apartments will receive rental income of 5-6% per annum. Demand increases liquidity, so buying apartments can be a profitable investment.

How to obtain Montenegrin citizenship by purchasing real estate
In order to obtain a Montenegrin passport, the investor fulfils two conditions: makes a non-refundable contribution of €100,000 to a state fund and buys a share or apartment in a property that is approved by the country’s government.
The amount of investment in real estate depends on where the property is located:
- from €250,000 – if the property is located in northern or central Montenegro, excluding the capital Podgorica;
- from €450,000 if the property is located in Podgorica or in the coastal area of Montenegro.
The investor owns the property for at least 5 years, after which they can sell the property and recover their investment.
